The Chinese Government Scholarship Program (Type B) is a full scholarship program for international students established by the Chinese Ministry of Education. Entrusted by the Ministry of Education of China, Shandong University recruits outstanding international students from around the world to pursue bachelor’s, master’s, and doctoral degrees.
I. Categories of Applicants
Undergraduates (Chinese-taught Programs only)

II. Scholarship Coverage
1. Duration:
In principle, it is consistent with the study period specified in the admission letter.
2. Coverage:
(1) Tuition fees;
(2) Free accommodation or housing allowance provided;
(3) Living allowance;
(4) Comprehensive medical insurance.

III. Eligibility
1. Applicants must be physically and mentally healthy, and be non-Chinese citizens holding a valid foreign passport;
2. Academic qualifications and age requirements:
(1) Applicants for a bachelor’s degree program should have a high school diploma or equivalent qualification, excellent academic performance, and generally be under 25 years old.
(2) Applicants for a master’s degree program should have a bachelor’s degree or equivalent qualification, excellent academic performance, and generally be under 35 years old.
(3) Applicants for a doctoral degree program should have a master’s degree or equivalent qualification, excellent academic performance, and generally be under 40 years old.
3. Language Requirement:
(1) Chinese-taught Programs
Applicants for a bachelor’s degree program must pass the HSK Level 4 examination (score of 210 or above);
Applicants for a master’s degree program must pass the HSK Level 5 examination (score of 180 or above);
Applicants for a doctoral degree program must pass the HSK Level 6 examination (score of 180 or above).
Applicants with the highest degree in Chinese as the language of instruction are exempt from the HSK certificate, but must provide proof of the language of instruction.
(2) English-taught Programs
Applicants whose native language is English are exempt from providing English language proficiency certificates. Applicants whose native language is not English must provide proof of English language proficiency with an IELTS score of 6.0 or above, TOEFL score of 80 or above (DI code: C296), TOEFL iBT score of 80 or above, Essentials test score of 8 or above, or equivalent English language proficiency certificates. Applicants whose native language is not English but have received their highest level of education taught in English are exempt from providing IELTS/TOEFL certificates and other proof of English proficiency but must submit proof of the language of instruction.
(3) In addition to the English proficiency requirement, applicants for the Master’s degree in Clinical Medicine taught in English must pass the HSK Level 4 examination (score of 180 or above). The certificate is typically valid for 2 years.
4. Applicants must also meet other requirements stated in 2024 Application Instructions for International Students (Bachelor Programs), 2024 Application Instructions for International Students (Master Programs), and 2024 Application Instructions for International Students (Ph.D. Programs).

VI. Application Procedure
1. Apply online through the Chinese Government Scholarship (CGS) Application System (https://studyinchina.csc.edu.cn/#/login), select the program type (Type B) and enter the agency number (10422). After completing the application, download the “Chinese Government Scholarship Application Form”
2. Log in to the SDU Online Application System for International Students (http://www.apply.sdu.edu.cn) to fill in personal information, upload the required documents, and complete the online application. Paper application documents sent by post are not required.
Note: Applicants must apply through both of the above systems, or your application will not be accepted by Shandong University.
3. Pay the application fee of 400 RMB (The application is invalid for those who have not paid the application fee. Once the application fee is paid, it will be non-refundable.).
VII. Application Instructions
1. All uploaded documents must be in Chinese or English. If the documents are in other languages, the original document and a certified translation in English or Chinese must be uploaded together. Please use a scanner to scan the relevant documents in color, as pictures of documents taken with mobile phones or cameras, as well as photocopies, will not be accepted. Except for the “Foreigner Physical Examination Form” and personal signatures, handwritten documents will not be accepted.
2. Shandong University reserves the right to request applicants to provide the original paper version/notarized documents of the application materials or authentication documents issued by designated certification agencies for further verification.
3. Due to differences in educational systems between certain countries and China, the academic requirements for applicants from these countries may vary. For more information regarding the required qualifications and degrees, please refer to the attached document.
4. Applicants should ensure the authenticity and accuracy of the provided application information and materials. Once the admissions unit or the certification department verifies that the information is untrue, the applicant’s application, admission, or enrollment qualification will be canceled.
5. Chinese Government Scholarship recipients are not allowed to simultaneously receive financial support from other scholarships established by various levels of the Chinese government or admitting institutions. If such a violation is discovered, the Chinese Government Scholarship qualification will be revoked, and the received scholarship funds must be returned. Those who deliberately conceal their sponsorship situation, in addition to disqualification, will be prohibited from applying for the Chinese Government Scholarship within three years.
VIII. Review and Recommendation
Shandong University is responsible for reviewing the application materials and approving the list of recommended candidates for the scholarship. The recommended candidates will be selected based on the evaluation of experts from the China Scholarship Council.
