Ⅰ. Program Introduction
The Chinese Government Scholarship “University Program” aims to support exceptional young students worldwide in pursuing postgraduate degrees (Master’s & Ph.D.) in China. This program follows the principles of individual application, university recommendation, expert review, and merit-based admission, ensuring the selection of international students with outstanding academic records, professional capabilities, and future potential.
Ⅱ. Application Period
November 20, 2024 – February 20, 2025 (Beijing Time)
Early applications are encouraged.
Ⅲ. Eligibility
- Nationality:
- Must be non-Chinese citizens with valid passports in compliance with the Nationality Law of the People’s Republic of China.
- Applicants must meet the requirements of Document No. 12 (2020) from the Ministry of Education and related regulations.
- Be in good health and maintain strong academic performance.
- Conduct:
- Comply with Chinese laws and SWUFE regulations.
- Educational Background:
- Master’s program: Bachelor’s degree holder.
- Doctoral program: Master’s degree holder.
- Graduates of 2025 must provide proof of expected graduation by August 25, 2025.
- Age Limit:
- Master’s program: Under 35 years.
- Doctoral program: Under 40 years.
- Language Proficiency:
- For Chinese-taught programs:
- Pass HSK Level 4 or above.
- HSK Level 5 with ≥180 points qualifies for direct degree admission.
- HSK Level 4 with ≥180 points requires a one-year preparatory course (HSK Level 5 ≥180 required before progression).
- For English-taught programs:
- Native speakers or those with proof of completing a 2+ year degree in English are exempted.
- Non-native speakers must provide an IELTS (≥6.0) or TOEFL (≥80) certificate.
- For Chinese-taught programs:
- Application Channel:
- Direct application to SWUFE.

Ⅶ. Application Procedures
- CSC Online Application:
- Register at the CSC Online Application System.
- Select “Type B” under “Program Category” and enter SWUFE agency number 10651.
- SWUFE Online Application:
- Submit your application at the SWUFE International Students Service System.
- Upload the required documents and pay a non-refundable application fee of 600 RMB.
Ⅷ. Application Documents
- Required Documents:
- Recent ID photo (within 6 months).
- Notarized highest degree/diploma.
- Academic transcripts.
- Two recommendation letters (from professors/associate professors).
- Study plan (minimum 1,000 words).
- Language proficiency certificate.
- Passport (valid until March 2026 or later).
- Physical Examination Record for Foreigners.
- Non-Criminal Record Certificate.
- Proof of residency and school performance (for fresh graduates in China).
- Other certificates or awards (if applicable).
- Important Notes:
- Documents must be in Chinese or English (or notarized translations).
- Upload clear, complete, and valid documents.
- Additional documents may be requested by SWUFE if necessary.
Ⅸ. Selection and Admission
- Admission Process:
- Preliminary review by SWUFE.
- Online test and interview for eligible applicants.
- Pre-admission letters sent to CSC-nominated candidates.
- Final scholarship result determined by CSC.
- Admission Letters and Visa Application Forms were issued to recipients.
- Registration:
- Scholarship recipients must register on time or obtain prior approval for delays.
- Scholarships cannot be deferred without valid reasons.
- Conditions:
- Scholarship recipients may not simultaneously receive other scholarships from the Chinese government.
Ⅺ. Regulations
- Applicants must ensure the validity and authenticity of their information.
- Cheating or providing false information will result in disqualification.
- Scholarships are subject to annual reassessment.
