- Introduction
The Chinese Government Scholarship ‘High Level Postgraduate’ program adopts the principle of ‘individual application, institution recommendation, expert review and merit-based admission’ to select international students with excellent academic background, outstanding professional ability, and future development potential.
- Eligibility
- Be a citizen of a country other than the People’s Republic of China, and be in good health both mentally and physically.
- Be a bachelor’s degree holder with excellent grades, under the age of 35 when applying for master’s programs; or be a master’s degree holder with excellent grades, under the age of 40 when applying for doctoral programs.
- For Chinese-taught programs, applicants shall meet the qualification for HSK Level 5 or above; and for English-taught programs, applicants shall meet the qualification for TOEFL with a score of 86 or IELTS with 6.0 or above, and be proficient in using English for professional courses.

- Procedures
Step 1: Applicants shall make online application on the Chinese Government Scholarship Information System (https://studyinchina.csc.edu.cn/#/login). Please choose program category ‘Type B’ and fill in the Agency No.‘10036’, submit the application in Chinese or English, handwriting is invalid.
Step 2: Applicants are required to send all the application documents to uibescholarship@163.com, with ‘UIBE + Type B’ as the email subject. The application documents should be the same one as those used for CSC system.
Step 3: The applicants whose documents pass the preliminary review will be issued the pre-admission letter by UIBE. The above are required to finish before Feb. 15th, 2025.
Notice: Please submit the application documents (legible scanned ones) listed below to the application receiving agency. Please upload the clear chromoscan PDF files, documents which are unclear or substandard will NOT be reviewed. Hard copies are not accepted.
- Application Documents
1) Application Form for Chinese Government Scholarship (in Chinese or English).
2) Copy of the first page on the passport (Should be the ordinary passport with the validity date after Sept. 30th, 2025). If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2025), please apply for a new passport before submitting the application.
3) Notarized highest diploma.
Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.
4) Academic transcripts (from the undergraduate program onwards).
Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English but must be attached with notarized English translations if they are in foreign languages other than English.
5) Language qualification certificates.
Applicants for Chinese-taught programs shall submit valid HSK report of Level 5(minimum 180 points) in accordance with the corresponding Chinese proficiency requirements. Applicants who obtained the degree in Chinese university with the teaching language in Chinese could provide the official relevant certificate. Applicants for English-taught programs shall provide valid English proficiency certificates, the minimum score for TOEFL is 86 and 6.0 for IELTS. Applicants who obtained the degree with the teaching language in English could provide the official relevant certificate.
6) Study proposal.
The plan should include but not limited to professional background, research orientation, academic planning, etc. Written in Chinese or English, at least 1000 words.
7) Recommendation letters.
Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad. Contact numbers and email addresses of professors should be included in the letters.
8) Other supporting documents.
Such as personal academic publication, research results and relevant award certificates, can be submitted into the system.
9) Foreigner Physical Examination Form.
The form is completed in English (the original copy shall be kept by the applicant) and designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please carefully schedule your physical examination as the result is valid for only 6 months.
10) Non-criminal record report.
The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
7. Warm Notice:
1) Uploaded supporting documents must be clear, authentic, and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
2) The application deadline is on Feb 15th, 2025.
3) The pre-admission letter does not represent final admission result. The final admission result is subject to the formal admission letter issued by the University of International Business and Economics.
4) Applicant must provide valid contact number and email address, pay attention to receive the latest information and reply timely.
5) Each scholarship recipient will be granted with no more than one scholarship. Applicants are not allowed to apply for more than one scholarship program at the same time. Otherwise applicants will accept the consequences by themselves.
