China to Launch ‘K Visa’ on October 1

The State Council of China has introduced a new visa category called the “K Visa” to facilitate the entry of young foreign science and technology talents into the country. On August 7, 2025, the Premier of the State Council signed Decree No. 814, amending the Regulations on the Administration of the Entry and Exit of Foreigners. The new regulation will take effect on October 1, 2025.

Background of the K Visa

Officials highlighted the emphasis made at the 20th National Congress of the Communist Party of China that “science is the primary productive force, talent is the primary resource, and innovation is the primary driving force.” They noted that the decision was prepared in line with the goal of implementing “a more proactive, open, and effective talent policy.” According to the resolutions adopted at the 3rd Plenary Session of the 20th Central Committee, the aim is to build a talent system with strong international competitiveness.

Scope of the Visa

The decree adds the “K Visa” to the existing visa categories. This visa will be issued to young foreign talents in science and technology coming to China. The application requirements and necessary documents will be announced on the websites of China’s overseas missions.

Key Features of the K Visa

Compared with the current 12 visa categories, the K Visa offers significant advantages. Holders will benefit from multiple entries, long validity periods, and flexible stays. Its most notable feature is that it does not require an employer or inviting institution in China. Visa holders may engage in education, scientific research, cultural activities, entrepreneurship, and commercial activities.

The visa is specifically designed for young talents who have studied or are working in STEM (science, technology, engineering, and mathematics) fields.

The Ministry of Foreign Affairs has already started updating the visa system and simplifying the application process. Detailed information about the visa will be announced through various channels in the coming months. Officials expect that this new visa category will enhance China’s international talent competitiveness and foster scientific cooperation.
