2025 Application Guide for the “CSC Scholarship -BLCU

I. Eligibility Criteria for Applicants

  1. Applicants must be citizens of countries other than the People’s Republic of China and have good mental and physical health.
  2. For degree and age requirements:
    • Applicants for master’s programs must hold a bachelor’s degree and be no older than 35 years old at the time of application.
    • Applicants for doctoral programs must hold a master’s degree and be no older than 40 at the time of application.
  3. Applicants cannot hold any other type of Chinese Government Scholarship simultaneously.

II. Scholarship Coverage and Standards

This program is available for master’s and doctoral students only.

The Chinese University Program provides a full scholarship that covers:

  • Tuition fee waiver
  • On-campus accommodation
  • Comprehensive medical insurance
  • Monthly stipend (3,000 RMB for master’s degree students and 3,500 RMB for doctoral degree students)

III. Application Procedure

  1. Visit the “CGS Information Management System for International Students” at http://www.campuschina.org, click “Scholarship Application for Students” to enter the application system, fill out the application form, submit the completed application online, and upload all required documents. (For Study Abroad Program category B, Beijing Language and Culture University’s agency number is 10032).
  2. Log in to the Online Application System for International Students at BLCU via https://apply.blcu.edu.cn, complete the application form, and upload all required documents and the completed electronic version of the Application Form for the Chinese Government Scholarship.
  3. All application documents must be submitted online between October 28th, 2024, and February 23rd, 2025. Applications submitted after the deadline will not be considered.
  4. After receiving all the application materials, BLCU will review each applicant’s documents and organize a phone or remote interview for applicants who pass the first verification round. Ensure that your application form’s phone number and email address are correct.
  5. Applicants who pass the verification of their admission application will be nominated as candidates for the Chinese Government Scholarship-Chinese University Program and submitted to the China Scholarship Council for final evaluation.
  6. Please check the final evaluation results through your account on the official website of the China Scholarship Council or BLCU. The review process may take some time, so please be patient.
  7. Applicants admitted by BLCU but do not qualify for the Chinese Government Scholarship-Chinese University Program can pursue self-financed studies at BLCU or apply for the Beijing International Students Scholarship.

IV. Required Online Application Documents

Note: Incomplete application materials will not be processed, and BLCU reserves the right to request additional supplementary documents.

  1. Application Form for Chinese Government Scholarship (in Chinese or English). Follow step 1 in the Application Procedure to download and upload the form as per step 2.
  2. Copy of the Passport Home Page. If the applicant’s passport is valid until March 2026 or later, it should be renewed before applying.
  3. Notarized Highest Degree Diploma. If the applicant is yet to graduate, they must provide official proof of student status from their current school. If the diploma is in a language other than Chinese or English, notarized translations in Chinese or English must be provided.
  4. Academic Transcripts (from the undergraduate program onward). Copies of all academic records from undergraduate, graduate (if applicable), and doctoral programs (if applicable) must be provided. These transcripts should be issued and sealed by the academic affairs office, graduate school, or institution’s student management department. If the transcripts are in a foreign language, notarized translations in English must be attached.
  5. Language Proficiency Proof. For details on Chinese or other language proficiency and additional requirements, please visit https://admission.blcu.edu.cn/en/376/list.htm. Please note that language test reports (HSK, IELTS, TOEFL, etc.) are valid for 2 years.
  6. Study Plan. The study plan must be written in Chinese or English at least 1,000 words. The applicant’s Chinese supervisor must sign the doctoral program plan.
  7. Recommendation Letters. Two letters of recommendation, written in Chinese or English, from professors or associate professors, describing the applicant’s learning goals in China, abilities, potential for future growth, and the cooperation between universities (both in China and abroad).
  8. Doctoral Applicants must submit a pre-admission letter from their supervisor (please refer to the attached template for the BLCU doctoral supervisor’s pre-admission letter).
  9. Portfolio. Applicants for art or design majors must submit their works. These materials can also be directly submitted to the universities in other formats.
  10. Applicants under 18 must submit valid documents from China to the legal guardian.
  11. Physical Examination Form. Applicants must submit a valid, completed Foreign Physical Examination Form in English. Chinese quarantine authorities designed this form, which must cover all required items. Incomplete forms or those without the physician’s signature, the hospital’s official stamp, or the applicant’s photo are invalid. The physical examination result is valid for 6 months.
  12. Non-Criminal Record Certificate. Applicants must submit a certificate of no criminal record issued by the local public security authority, typically issued within 6 months before the application submission date.
  13. Application Fee Receipt. The registration fee is 800 RMB and can be paid online or via telegraphic transfer. This fee is non-refundable.

V. Additional Information

  1. Registration. Scholarship recipients must complete the registration procedures within the time specified by the university. The scholarship will be forfeited if they fail to register before the deadline.
  2. Annual Review. Scholarship holders must participate in the annual review conducted by the China Scholarship Council. If they fail the review, the scholarship will be suspended or canceled.
  3. Study Program Changes. Scholarship recipients are not allowed to change their field of study or the study duration after arriving in China.
  4. Restrictions on Other Scholarships. Scholarship holders cannot receive any other Chinese government scholarships simultaneously. The scholarship will be canceled if discovered, and the applicant must return the received funds. If such concealment is found, applicants will be barred from applying for Chinese Government Scholarships for the next 3 years.
